HOA and condo annual meetings on Zoom: how to confirm quorum

By JP Copeland, Data On The Spot · Last updated 28 September 2026.

Short answer: count the owners (or units) on the call who are entitled to vote, add the valid proxies and any advance ballots your state and governing documents let you count, and compare with the quorum in your bylaws. On Zoom the risk is the counting itself: display names are not unit numbers, renters and guests are on the same call, and people drop and rejoin. RollCall Live matches participants to your owner roster and shows the count live.

Before the meeting

  • Confirm the threshold. Membership quorum is set in your bylaws or CC&Rs, often 10 to 30 percent of owners, and some states set a floor or a default. Board quorum is usually a majority of directors. They are different numbers; do not mix them up.
  • Build the roster by unit. One row per voting unit, with the owner name(s), unit or lot, and email if you have it. Mark renters, managers and guests as non-voting. This is your RollCall CSV.
  • Log proxies and ballots. As proxy forms come in, mark that unit as represented. If your state counts returned ballots as present for quorum, record those too. RollCall shows them as proxy or ballot in the count.
  • Tell owners how to name themselves. Ask everyone to join as "Unit 12 – Jane Smith". It makes matching faster, and it lets you fix the stragglers instead of everyone.

During the meeting

  • Open the RollCall board (the chair can use the Chair view). Owners join Zoom as usual; nobody else installs anything.
  • Resolve unmatched names before call to order. RollCall suggests matches; confirm or leave as guest.
  • Read the count: present + proxy + ballot against the target. The chair announces whether quorum is present.
  • Freeze the roll before each vote so the record shows who was counted at that moment.
  • If quorum is lost mid-meeting, the board shows it; the chair decides whether to recess or adjourn under your rules.

After the meeting

Download the attendance log and meeting pack and attach them to the minutes with the quorum threshold and the count at call to order. Records stay in RollCall for 30 days. Keep Zoom's usage report too if your manager or counsel wants the raw log.

Limits to know

RollCall counts heads, not ownership percentage or square footage, so associations with weighted voting will need to reconcile weight separately. It does not run the election or tally votes; use it alongside whatever ballot process you already have. And it reports the number: whether a proxy or ballot is valid for quorum is the chair's call under your documents and state law.
